DECLARING OF INTEREST TO THE AGRICULTURAL DEVELOPMENT OF THE COUNTRY HE GROWING Ka'a `E (O STEVIA Stevia BAUDIANA BERTONI RE) and empower the Executive Power to make rules for promotion, conservation, restoration and rational. ========
FORCE LAW:
1 º .- Statements of interest for the country's agricultural development Ka'a conservation He'e (Yerba Sweet or Stevia rebaudiana Bertoni) in its natural state and the promotion of national culture and exploitation throughout the the Republic are subject to the rules laid down in this Act
Article 2 .- All natural or legal person carried out, with capital investments of domestic origin, external or mixed for the cultivation, conservation and exploitation of Ka'a I ' e (Yerba Dulce) enjoy the following releases:
a) of customs duties, their additional and complementary
b) the charge of change:
c) of the previous deposit, and
d) of the sales tax.
3 º .- The benefits provided in the previous article in this Act shall be granted for the importation of:
a) agricultural machinery and accessories:
b) tractors, trucks and irrigation equipment, essential for export, and
c) fertilizers and insecticides in general.
Article 4 .- To qualify for benefits under this Act, interested parties applying for registration in a register that will enable the Ministry of Agriculture and Livestock. Registration will be ordered by resolution of the Secretariat of State, after verification of the following requirements:
a) existing crops demanding a minimum of 10,000 (ten thousand) plants or at least plan to implement it within plantations and in the case of initiation of Cropping and
b) verification of adequate ecological conditions for farming.
Article 5 .- The Ministry of Agriculture will qualify in each case, if the imports under this Act meets the needs for development and exploitation of crops, registered under the preceding article.
Article 6 .- The Ministry of Finance, upon finding the requirement in the previous article, in each case allowed the importation of the goods mentioned in Article 3 .-
Section 7 .- It is forbidden: a) the destruction of Ka'a I ' e (Stevia) in more or less, and b) the export of seeds and plants of that species.
Article 8 .- A person who contravenes the prohibition mentioned in the previous article, is liable to a fine of up to 50,000 .- (Fifty thousand Guarani), in the case of clause
a), and the prison sentence that apply as if it were a crime of smuggling, in the case of clause
b).
Article 9 .- The executive branch will promote a credit scheme for producers in the country, long-term low interest rates, and forward funding of a national export production. 10 .-
